CSS is Cascading Style Sheets. Many web developers swear by it, much to my confusion. PHP's <Include> function, coupled with HTML tables, works so much better and gives way more ease of customization.

Yup, I've done that one before. I love CSS for fonts etc. but I've never done much with the tableless design. Nesting tables can be a pain sometimes, but I'll take that over trying to do the whole layout with CSS anyday.
